ITALY-EU-CONSTITUTION-SLOVENIA
Slovenia-s Prime Minister Anton Rop (L) and Slovenia-s Foreign Minister Ivo Vajgl sign the Treaty and Final Act that establish a Constitution for Europe at the Orazi and Curiazi Hall located at the Capitol Place in Rome 29 October 2004. The constitution, agreed in June after two years of haggling, aims to streamline EU institutions and prevent decision-making gridlock in a bloc which grew from 15 to 25 members this year, with several more waiting in line.
