(FILES) -- File picture dated 03 September 2000 shows former Lebanese premier Rafik Hariri celebrating outside a polling station in Beirut following his election in parliament. Lebanon is marks 14 February 2006 the first anniversary of Hariri-s killing, along with 20 other people, in a massive Beirut car bombing with candlelit rallies and concerts.
