US-KATRINA ANNIVERSARY-NOLA-HOMES
A notification to "Right-of-Entry" is posted on the front of an empty, flood-damaged home in New Orleans 13 July 2006. New Orleans Mayor Ray Nagin signed a blanket right-of-entry executive order 03 October 2005 which granted the Corps of Engineers and its contractors access to private property in the city when it is clear that an imminent threat of damage to property exists and the homeowner is not available to sign the document.
