Willie Jenkins nails a tarp over a temporary structure where he sleeps in a vacant lot in Miami's Liberty City neighborhood 27 October 2006. A couple dozen activists and homeless people set up tents and built shelters out of wood pallets in a city-owned vacant lot in an effort to house neighborhood homeless people and to alleviate what organizers called lack of interest by the city in housing poor black people.
