To limit the possibility of suicide car bomb attacks it is forbidden by the US military authorities to drive a car or ride a motorcycle or bicycle in Baquba. The only exceptions to this rule allow for two cars to be used by the CLN (Concerned Local Nationalists), a US Army-controlled Sunni detachment of neighbourhood self-defence volunteers, and one vehicle for the local Sheikh.
