BOLIVIA-REFERENDUM-MORALES
Bolivian Quechuas from Potosi take part in a demonstration outside the governmental palace while the congress voting on a law to call a referendum on a new Constitution on October 21, 2008 in La Paz. The President of Bolivia Evo Morales promulgated the congress's law within an hour of it being passed by more than the required two-thirds of legislators in a bid to calm a protracted political crisis. If the revised constitution is passed, it would put a limit on the size of land holdings and distribute more of the nation's revenues to the mostly poor indigenous majority from which Morales himself hails.
