Palestinian Prime Minister Salam Fayyad (4th L) attends a meeting of the 700-member Palestine National Council, or parliament-in-exile, in the West Bank city of Ramallah on February 3, 2009, during which he urged Israel to allow cash into the besieged Gaza Strip to ease the territory's liquidity crisis. In the eyes of the international community the Palestine Liberation Organisation (PLO) is the "sole legitimate representative of the Palestinian people," but 18 months after the June 2007 Hamas takeover of the Gaza Strip, the umbrella PLO still does not include the Islamist movement or the smaller radical Islamic Jihad.
