In the eyes of the international community the Palestine Liberation Organisation (PLO) is the "sole legitimate representative of the Palestinian people," but 18 months after the June 2007 Hamas takeover of the Gaza Strip, the umbrella PLO still does not include the Islamist movement or the smaller radical Islamic Jihad.
