Drivers and passengers of motorcycle taxis, popularly known as "okadas," wear helmets as they wait at a traffic light in Lagos on February 21, 2009. The Federal Road Safety Commission has began to enforce a new policy that compels public transport motorcycle operators since January 1, 2009 to use helmets and provide one to their passengers to limit road accidents. Despite the law, accidents are increasing as many passengers refuse for reasons of hygiene to wear the helmets provided by the okada drivers.
