Officers of the Federal Road Safety Commission try to fine a motorcyclist whose passengers are not wearing helmets in Lagos February, 18, 2009. The Federal Road Safety Commission has began to enforce a new policy that compels motorcycle taxis, popularly known as "okadas," since January 1, 2009 to use helmets and provide one to their passengers to limit road accidents. Despite the law, accidents are increasing as many passengers refuse for reasons of hygiene to wear the helmets provided by okada drivers.
