The head of operations in Lagos for the Federal Road Safety Commission, Hyginus Omeje, holds on February, 18, 2009 one of the construction site helmets seized from motorcycle taxis, popularly known as "okadas," in Lagos. The Federal Road Safety Commission has began to enforce a new policy that compels okadas since January 1, 2009 to use helmets and provide one to their passengers to limit road accidents.
