Pakistan airdropped leaflets urging a leading tribe among the ranks of the Taliban to rise up against the militants and fight alongside the army in a major offensive. Abbas said the enemy in the South Waziristan area of operations numbered 5,000 to 10,000 militants, including 1,000 foreign fighters. The second largest tribe dominant near the Afghan border, the Wazirs, have an agreement to remain technically neutral.
