(FILES) -- File picture daetd November 6, 2003 shows ultra-Orthodox Jews praying at Rachel's tomb, Judaism's third holiest shrine, in the West Bank town of Bethlehem to commemorate the death of Rachel, Jacob's wife. Israeli Prime Minister Benjamin Netanyahu said on February 21, 2010 he hopes to include two hotly contested West Bank Jewish holy places in a plan to restore national heritage sites. Rachel's Tomb in Bethlehem and the Tomb of the Patriarchs in Hebron, two holy sites inside Palestinian towns in the occupied West Bank, were not originally included in the 100 million dollar (73 million euro) plan.
