Finnish Agriculture Minister Sirkka-Liisa Anttila speaks with EU health and consumer policy commissioner John Dalli on March 17, 2011 before an Agriculture and Fisheries Council meeting at EU headquarters in Brussels. Agriculture ministers are due to adopt conclusions on a deal to reform the bloc's Common Agricultural Policy, the vast programof farm payments that account for about 40 percent of all EU spending.
