Belgian Agriculture Minister Sabine Laruelle (L), an unidentified aide (2nd L), Polish Agriculture and Rural Development Minister Marek Sawicki (2nd R) and Swedish Agriculture Minister Eskil Erlandsson chat on March 17, 2011 before an Agriculture and Fisheries Council meeting at EU headquarters in Brussels. Agriculture ministers are due to adopt conclusions on a deal to reform the bloc's Common Agricultural Policy, the vast programof farm payments that account for about 40 percent of all EU spending.
