China was among 41 nations to abstain from voting on the resolution, which strongly condemned "continued grave and systematic human rights violations" by Syria that the United Nations estimates has left more than 3,500 dead. Both China and Russia have vetoed a UN Security Council resolution condemning the crackdown, saying it would be used as an excuse to carry out regime change. The Chinese consulate in Los Angeles' Koreatown district was the scene of a shooting a day earlier after scuffles between protesters and security guard, but no one was injured.
