US President George W. Bush waves to the crowd as he walks in to a Bush-Cheney campaign rally 19 October, 2004 at Progress Energy Park-Al Lang Field in St. Petersburg, Florida. Bush told voters in the key state of Florida Tuesday that Democratic White House hopeful John Kerry could not be trusted to wage the global war on terrorism. Bush told cheering supporters "my opponent is not prepared and equipped to be the commander in chief." The president charged that Kerry had voted against crucial weapons systems and quoted him as saying that United States ought to be able to pass a "global test" if it is to use military force to preempt an emerging threat.
