FILES - Picture taken 20 July 2004 shows German President Horst Koehler preparing to lay a wreath at the courtyard of the Bendlerblock, the former German army's supreme headquarters and now the German Ministry of Defense in Berlin during a commemoration ceremony of the German government. The German government has had a change of heart and said on 14 September 2007 it would allow the makers of a Tom Cruise film about a failed plot to kill Hitler to use the site where the conspirators were executed. In "Valkyrie", the Hollywood superstar plays plot leader Claus Graf Schenk von Stauffenberg, who along with fellow plotters was put to death in the Bendlerblock in Berlin, a courtyard which today is used by the defence ministry and is a national shrine.
